Cannot change desktop wallpaper

You are unable to set your desktop wallpaper to a picture. You can access the Desktop settings in Display Properties, but the Background list is disabled. If you right-click a picture and select Set as Desktop Background, nothing happens.

Hello I tried your "Cannot change desktop wallpaper"
The Active Desktop was under polices for HKEY_Current_User but not under HKEY_Local_Machine.
Removed the folder as instructed and rebooted the PC. Once back to the Desktop, opened Display properties and still was not able to change the wallpaper.

Here is more detail on my issue, when the pc is booting and shutting down I see the wallpaper. Once the pc is on the Desktop the wallpaper disappears, and is replaced by the background color. Let me know if you have ever heard of this.

Hello again\n\nJust letting you know that my issue has been resolved. Your instructions helped me because as I dug deeper in the registry I found another item that did not belong there. Under HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System\nI found "Wallpaper" and this was it's value c:\Windows\wallpaper.html. Once this was removed and the pc rebooted I then was able to see and change my Wallpaper.\n\nThanks Again \nThird

also, delete any other folder within the 'policies' folder EXCEPT 'Explorer'. i had a bogus folder with corrupt keys that must have been created by a virus. tip - i had to change the security settings of the folder before i could delete it.

Like others I had activedesktop in policies under HKEY_Current_User but not under HKEY_Local_Machine. Besides deleting that, also deleted "wallpaper" in ...Policies\System, which eventually fixed the problem.

Hey I have a crazy and very annoying issue with my desktop background. It is set to a file folder, so i no matter what i change my desktop back ground to it is still just the inside of a file folder. I right click the desktop to find the exact location of the file and still i can't do anything to change it. Deleting the file doesn't work, system restore doesn't work, ran all sorts of antivirus and anti spy ware. Is this just a setting that i am missing?

cant change my desktop wallpaper. All wallpaper options are greyed-out and wont install, except for the backgroung color option.
So, presently making do with a different method: went to "customize Desktop" -> clicked "Web" -> selected one of the available options -> "OK". But then, thats not the solution to my prob.

There may be two values there saying NodispBackgroundpage
and Nodisplayscreensaverpage..
Right click n choose modify..
If the value is 1 change it to 0.

1. Can you please tell me where a PC puts the application you are installing?
2. Also where is the PC putting anything that you download? There does not seem to be any rhyme or reason to it like on a Mac. On a Mac you get to choose where you want what to go. What gives?

I was fixing a friends computer after he got only a black screen and a steady string of 8 beeps and a pause then 8 beeps ETC. I had a virus over a year ago that did this same thing after it was "deleted" - blue screen background only. I tried several fixes until I gave up. Today it bugged me so tried again and found your site. It worked and I am back in happy mode. Thanks, gurus!

Thank you!! this information worked perfectly. I had a nasty Netsky virus that crippled my computer. After downloading several virus programs including Kaspersky. One of the antiviral programs was able to autostart and delete enough of the virus to allow my other antivirus programs to run. Thanks this was the last headache I had to tackle and it worked perfectly.

I am having the same issue described above, though haven't yet applied the fix. In addition, at the same time the wallpaper stopped showing/changing, my screensaver stopped working--just get a black screen. I didn't see this reported by any of the commenters. Has anyone also had this problem and can you tell me if the fix worked?

Still doing my head in Desktop picture comes up when starting ,when it changes to the clock and start along the bottom my picture disappears and a page appears with folder etc down the side Ive tried your tips unfortunately for me they didnt work I think I dragged something to quickly and its got mixed up with a changing page ???
I had to start another account and transfer all the data over which brought its own problems, for one jagged letters ,any help would keep me sane and curtail my drinking

I have an even weirder problem than this. I can "change" the desktop background... but only to one of the images in the list. If I click "browse" and select an image, nothing happens afterward. None of the registry stuff I've tried did anything and Active Desktop has never been on. It used to work normally, too. Nothing appears disabled, in policies or elsewhere. However, I *can* still change it by going to My Pictures, selecting the image, and clicking change background image from the Image Tasks pane. Go figure?
